Information-Centric Networking (ICN) is an emerging paradigm that speeds up content distribution by deploying ubiquitous in-network cache for the future Internet. Due to the limited cache resources, it is impossible for a router to cache all received contents. Therefore, in the existing ICN cache strategies, the Internet Service Provider (ISP) only caches contents of high popularity, which means it provides the same cache service for different Content Providers (CPs) according to the global popularity. One issue is that the paying CP wants to cache more contents, however the need cannot be satisfied under the principle of fairness. In order to solve this problem, in this paper, we propose a specific scheme i n which C Ps could I ease dedicated cache to obtain priority service by paying ISPs. The goal of the scheme is to improve users' Quality of Experience (QoE) of the paying CP and attract more users by caching the CP's global subpopular contents in the dedicated cache, which can not be cached by routers according to the global popularity. We first propose a node Coverage and request Delay-considered Cache Selection (CDCS) algorithm which quantifies t he importance of nodes to accomplish dedicated cache selection under a fixed budget, and then propose a Two-level Popularity Threshold (TPT) cache strategy for the dedicated cache to ensure the priority service of the CP that pays ISP (subscribed CP). Simulation results show that the proposed scheme can significantly reduce t he average delay of the subscribed CP's users and there is small adverse impact on other CPs compared with existing schemes.
