In the United States, wet weather water resources management in older cities has often been driven by regulatory pressure favoring traditional infrastructure such as deep tunnel storage systems. A more sustainable approach is suggested, aimed at altering the hydrologic response of urban areas to more closely mimic watersheds with less development. This approach can manage urban water resources effectively while complementing programs on neighborhood greening, sustainability, open space, waterfronts, outdoor recreation, and quality of life. This paper discusses trends in wet weather management and suggests an approach for long-term retrofitting of highly urbanized areas.
