In view of the small scale of private electric vehicles in relatively backward cities in China at present, in order to avoid the problems of low utilization rate and insufficient demand of charging stations, this paper synthesizes the idea of promoting charging stations in these cities at the present stage and constructs a planning and evaluation system of charging stations for social service vehicles in relatively backward cities in China. Based on the Prospect Theory, this paper puts forward a kind of charging station for social service vehicles. The index quantification method of grey targetprospect theory evaluates the level of station construction in all aspects of candidate points, and uses VIKOR, a multi-criteria decision-making method, to determine the final decision-making scheme, so as to avoid the problem that traditional linear weighting method uses superior index to make up for inferior index. Finally, a relatively backward charging station planning project is taken as an example to illustrate the feasibility and effectiveness of the proposed method.
