Safety and reliability are the basic requirements of integrated energy systems (IES). It is of great significance to carry out risk assessment research to ensure the reliability of energy supply of IES. In this paper, an electrical-thermal energy flow model with steam as the heat medium and its calculation algorithm are proposed firstly. Then the IES risk assessment hierarchy considering interests of both the system operator and users is designed, and the IES risk assessment procedure based on electrical-thermal energy flow is proposed. The results of the test case show that the proposed assessment method can effectively identify the overall risk of the multienergy flow system.
