Finding and constructing a unit as a black-start source for megacity power grid plays an important role in improving the recovery speed of grid after extreme failures. In this paper, different types of black start sources, such as hydropower, pumped storage, gas-fired, coal-fired, wind and waste-to-energy plant, are first analyzed and compared, which provides reference standards for choosing proper black start sources in specific scenario. Secondly, taking a zonal grid of a megacity as an example, analyze the black start capability of a waste-to-energy plant in this zone, especially the black start process and obtain the black start output curve. Thirdly, based on the BPA simulation platform, a black start plan was developed that used the waste-to-energy plant as a black start source to restart nearby gas units and then recover the entire zonal grid. In this process, the overvoltage verification was carried out. After that, a strategy for continuous charging of multi-voltage lines was proposed and its feasibility are verified through simulation; Finally, it is concluded that the waste power plant is suitable as a black-start power source to participate in the black start of the power grid, and suggestions are given for the waste power plant to make better use of the black-start function.
