As rational economic individuals, farmers are always conducting the Cooperative and Non-cooperative game according to the economic system and economic environment. They are over whelmed trying to pursue the maximization of their own benefits. But when some few farmers choose not to cooperate, it will create externalities, leading that the other members in the cooperative organization under excite, thus finally crack the cooperation. So we should build and perfect the punishment system in the cooperation of cooperative society, while taking measures to subsidy the investment against risks.
