With the quick development of hypermedia and network communication technology, web-based education has become the top-line topic of research in the field of education theory and application. WITS is the important branch that implements personalized learning with artificial intelligence. Under the guidance of WITS’s course scheduling and adaptive hypermedia teelmology, the paper has deeply researched personalized tutoring using fuzzy evaluation and strategy reasoning rules in the process of network course learning, analyses and optimizes some factors, such as test score, learning time, etc.,which are collected by network test and process tracking. A new and useful exploration for WITS has been done, which can enhance the accuracy of intelligent tutoring.
