Sewer Easements in the Urban Environment

In order to understand the need for Sanitary Sewer easements it is necessary to understand what sewers are used for, how they work, what they are made of, how they were constructed in the past, how they are constructed now, how they fail, and why we need access to them. This paper addresses these issues and the conflicts inherent in maintaining sanitary sewer easements in a congested urban environment. Examples are given of conflicts between easements and development, and innovative ways that have been used in Los Angeles to resolve land use conflicts, including the use of no-surfaceright easements for major sewers.
