The acceptability of transient and accident analyses for light water reactors has been influenced by U.S. regulations. Appendix A to U.S. Nuclear Regulatory Commission publication 10 CFR 50 is often cited as establishing the minimum requirements for the principal design criteria of light water reactors (LWR). Evaluation methodologies developed worldwide for the analysis of LWR have evolved from this basic list of general design criteria. This paper begins with a short historical recitation, including an overview of the philosophical aspects of engineering analysis and a general framework for performing transient and accident analysis, and the architecture of common best-estimate plus uncertainty methodologies. The background material segues to a presentation on the role of uncertainty management and verification and validation (V&V) within both deterministic and probabilistic domains and how the different approaches satisfy licensing expectation.
