PLANNING AND DESIGN OF BRIDGES IN URBAN ENVIRONMENTS: A CASE STUDY OF THE WEST PARKCENTER BRIDGE, BOISE, IDAHO

The major issue with the planning and design was educating the public about the need for the project. Prior to the far-reaching public involvement program and educational efforts, many local residents and business-owners believed that creating a new route and bridge would increase area traffic. Through the many public meetings and informational letters, we were able to prove to them that in reality the traffic would be eased, and that this solution was designed with the forethought that would accommodate the area's future growth. Another major issue was preparing the environmental documents. The rules are not well understood. The information available for preparing a US Army Corps of Engineers 404 permit is geared for permits that are simple and straightforward, such as a nation wide permit. Once it was determined that this project would require an individual permit, the rules and requirements expanded. Designers need to be aware of these requirements and be prepared to spend a lot of time preparing the permits. A major issue with construction was the erection of the beams and adequate space for access and construction equipment. At the pre-construction meeting it should be emphasized that an erection plan needs to be submitted early and there shall be strict adherence to the permits. Before construction starts the wetland boundaries should be staked, well-marked and a walkthrough completed with the agencies and the contractor present. If the space is not adequate then discussions should begin on modifying the permit. The contractor needs to have an erection plan complete and approved before applying for the modified permit.
