The NEV Mandate, or "Dual Credit Policy", originally released in 9/2017, is the first nationwide ZEV policy in the world. The Dual Credit Policy referenced CARB's ZEV Mandate, as well as the US EPA's ABT (average, banking and trading) programs in administrating emissions and fuel quality (sulfur and benzene contents). The Policy was designed to grow NEV market when financial incentives gradually decreased and completely phased-out in 2020.
