Factors Affecting the Local Governance

This research focuses on an analysis of factors affecting the local governance, namely: (1) Intellectual level, (2) Participation level of citizens and social organizations, (3) Responsibility for reporting and accountability, (4) Capacity of officials and civil servants, (5) Information system. The authors survey practically influence levels of these factors on the local governance of local government levels in Vietnam (surveyed in 04 provinces representing three regions in Vietnam: Hanoi, Thanh Hoa, Quang Nam, Ho Chi Minh City). Research results show that the capacity of officials and civil servants has the greatest impact on the local governance, followed by Responsibility for reporting and accountability, Information system, Participation level of citizens, social organizations, and finally, Intellectual level.
