Area balancing is critical to frequency stability and safe reliable operation of interconnected bulk power systems. In North America, the Balancing Authority (BA) maintains the demand-supply balance within its responsible area. Area balancing is typically realized by means of Automatic Generation Control (AGC) every four seconds; however, BA may lose its balancing capability when AGC is out of service due to an EMS outage. In order to maintain area balancing in case of AGC unavailability to comply with NERC's requirements on balancing control performance, this work presents a backup control scheme to facilitate operators with generation dispatch. This control scheme utilizes the data streaming from synchrophasors to help BA minimize the Area Control Error (ACE) and also monitor the responses of participating units during dispatch. A closed-loop simulation in TSAT/ePMU module has validated the effectiveness of the proposed method.
