Parking is perhaps the most important determinant of people’s travel decisions, but we don’t and can’t model it properly. Workplace parking charges could be more attractive if we could model them properly. This paper builds upon the Truro activity based parking model to include peak spreading, time period and mode choice in a research situation and uses it to investigate increased congestion, and workplace parking charges. The paper concludes that to model parking requires an activity based modelling approach because it models every individual’s behavioural decisions and these interact with the behavioural decisions of others. It concludes that parking and peak spreading in urban areas are so interlinked that to model one, it is vital to model the other.
