3G is a new radio communications technology that will create a "bit pipe" for providing mobile access to internetbased services. 3G services will add an invaluable mobile dimension to services that are already becoming an integral part of modern business life: Internet and Intranet access, video-conferencing, and interactive application sharing. Currently, several carriers in Europe and Asia already have definitive plans to transition their networks over to 3G, with the North American market trailing. It has become very important for the telecom industry to figure the competitive forces and the right policies that will make this a successful transition. A strategic dynamic model is being built using system dynamics methodologies, the Analytical Hierarchy Process (AHP), and Artificial Intelligence. This strategic dynamic model has the ability to provide a view that captures the holistic nature of the market environment. With this view, we will be able to extract information and see the impact of the different government and business policies in the future of 3G. The structure of the model is based on strategic, economic, marketing, and technological frameworks. In addition, research information, expertise, and feedback have been required from management and marketing consultants, telecom manufacturers, and network operators.
