North American Western System Outages of July 2nd and August lOth, 1996:Issues and Technical Solutions

On July 2, 1996, a significant disturbance occurred on the Western Systems Coordinating Council (WSCC) interconnected transmission system. This outage was triggered when a flashover occurred between a 345 kV transmission line and a tree that had grown too close to the line. This line spans the 234 miks between the Jim Bridger generating plant near Rock Springs, Wyoming, and the Kinport substation in southeastern Idaho. A simultaneous loss of a parallel 345 kV line caused by a bad protective device contributed to the severity of the outage. Loss of these two lines initiated a protection program that shut down two generating units at the Jim Bridger plant. A number of events took place after this due to low voltages in Idaho and Oregon. This disturbance split the entire WSCC system into five islands and interrupted electric service to approximately 2 million customers. Service was restored to majority of customers within 30 minutes.
