Initial Performance Test and Use of Alternative Monitoring Systems for Metals, PM, and HCL for Compliance with the Hazardous Waste Combustor MACT

The U. S. EPA Hazardous Waste Combustor Maximum Achievable Control Technology (HWC MACT) rule prescribes limits on selected incinerator operating parameters to control emissions of Hazardous Air Pollutants (HAPs). However, EPA has often expressed a strong preference for the application of Continuous Emissions Measurement Systems (CEMS) technology as a means to directly demonstrate compliance. Several years ago, Lilly embarked on a program to evaluate and apply available CEMS technologies for particulate matter and hydrogen chloride, and to assist in developing a novel CEMS technology for metals. This paper will provide an overview of the CEMS technologies and will discuss the initial performance tests for each of the CEMS. The current status of implementation of these CEMS on a solid-liquid waste incinerator will be discussed.
