Recently, in Japan, "The System of Rooftop Corporate Parks in the Cities" was officially established. This system promotes the use underground space of urban parks, and facilitates the design of urban parks over artificial grounds and on buildings. As with other public works, it is necessary to clarify the benefit of parks and open space projects. In this study, the value of parks and open spaces was evaluated using the Contingent Valuation Method (CVM) for Keyaki Hiroba in Saitama New Urban Center (Saitama Shin- toshin). As a result, the following details were elucidated. 1) In the case of Keyaki Hiroba, the estimated value was assumed 2 220~4 830 yen (per household per year). 2) The citizens recognized "direct use value", "indirect use value", and "existence value". 3) As a result of comparing all benefits and appraised value with actual maintenance cost, it was considered that this difference might be to establish an index that acts as a model of the effectiveness of urban greening projects.
