To charge or not to charge for library services in Uganda has been a dilemma among the library profession for a long time. The paper discusses pros and cons of a free versus a fee governmentlibrary service in light of new challenges facing government librarians in developing countries and in particular Uganda.

The collaborations analysed span academia, civil society and government, from the grassroots to the national and global levels.
