Considering the sustainability of electric power's consumption and the multi-usage and exhaustibility of coal resources, along with the substitutability of electric power resources (EPR) under certain condition, this paper constructed a dynamic pricing model of EPR. By using the optimization theory, we computed the ideal substitute time point of nuclear EPR for coal EPR. According to the actual situation in electric power production, the corresponding incentive suggestion were put forward to promote the substitution between clean-and-low carbon power resources and dirty-and-high carbon coal EPR in order to realize the sustainable development of environment, economic and electric power.
