An Investigation of Inclusion of Marginalized People in Skill Development Mission, Sikkim

The economic growth of India does not indicate the social development of all. About 93% of the country's labor force is in the unorganized sector which contributes almost 60% to the Country's GD. In the tiny hill State of Sikkim, almost 68,000(10%) are engaged in the informal sector. Economic and social development is lopsided as infrastructure including health and education is mostly concentrated in Gangtok (East District). The current paper is based on primary research in the State of Sikkim involving 600 respondents from amongst the various stakeholders which attempts to examine the differences in the perceptions of stakeholders regarding the factors for enhancing inclusion of marginalized people in the State of Sikkim for implementing Skill Development programmes. Data has been collected from various stake holders including students, parents, teachers, policy-makers, and industry managers and multiple sampling methods have been used to decide the respondents. These factors are reaching the skilling programmes in remote areas, enhancing training in the traditional sector, the involvement of at the doorsteps mass media, separate allocation of funds for skilling, quoting success stories of the underprivileged locals, and involvement of village panchayats.
