Evolving Argonne National Laboratory expert estimates of costs of plug-in vehicles over two decades are examined. For battery packs, estimates based on the BatPaC model by Argonne's Chemical Sciences and Engineering Division now appear most accurate. Effects of incentives on plug-in vehicle powertrain designs are discussed. An input split plug-in hybrid and a range extended electric vehicle - omitted from most Argonne investigations - are added here. Use of inherent linkages of battery pack power and energy for long range and high performance is discussed. Features of BatPaC 3.1 allowing assessment of fast charging capability and cost are illustrated.
