The need in modern engineering and technical practice for calculating and designing constructions in the adaptation and improvement of existing methods of materials testing has long been a crucial issue. It is necessary to develop methods for testing materials and calculating the strength of structures that consider both current operational high-speed loads and sudden dynamic impacts. This paper discusses the experimental and theoretical basis for determining and predicting the strength characteristics of quasi-brittle materials over a wide range of loading rates. The results of the standard tests for PMMA and a refractory brick under compression, tension (splitting) and bending are presented. As a theoretical basis, the structural-temporal approach is considered. It is shown that the critical stresses in the materials under dynamic loads can be estimated based on no more than three parameters.
