2021 PerCom Artifacts - Welcome and Committees

For the second time in PerCom's history, PerCom 2021 included an artifact evaluation and certification process. Authors of all accepted submissions within all events and tracks of the PerCom conference were invited to provide supplementary materials as artifacts (tools, applications, data sets, etc.), along with an easy-to-follow guide. The artifact review team reviewed these submissions solely for functional completeness (e.g., does provided code compile and run as expected; do experimental results match expected results, etc.) and the completeness and correctness of the associated guide.
