Utilizing of paving blocks made from polypropylene plastic waste, used tire rubber, and fly ash as raw materials had been carried out. The purpose of this research is to characterize the physical and mechanical properties of the made paving blocks. The fly ash, used rubber tires and polypropylene plastic waste were mixed homogenously with various compositions of 50%: 45%: 5%, 60%: 35%: 5%, 70%: 25 %: 5%, 80%: 15%: 5%, 90%: 5%: 5%. Each mixing sample was hot-pressed for 15 minutes. Each different sample was characterized to determine the physical properties (density, porosity, water absorption) and mechanical properties (compressive strength, bending and impact). Characterization results showed that the optimum density, porosity and absorption values of paving block were measured as 936 kg / m~3, 1.288% and 1.376%, respectively, found on the sample of composition 90%: 5%: 5%. Moreover, bending strength was measured as 23.26 MPa with impact strength of 2.67xl0~5 J/m~2 found on the sample with composition of 80%: 15%: 5%. FTIR spectra showed the presence of OH bond at wave number 3500-4000 cm~(-1), CH_3 bond at wave number 2914-2922 cm~(-1), C≡C bond at wave number 2102-2307 cm~(-1), C = C aromatic bonds at wave number 1453-1602 cm~(-1), and also the presence of CH_2 bond at wave number 1431-1461 cm~(-1).
