In November 2019, Ukraine's Ministry of Energy and Environmental Protection co-hosted a regional workshop on insider threat mitigation in partnership with the U.S. Department of Energy's Nuclear National Security Administration. The workshop enabled Ukraine to highlight the importance and existence of the threats posed by insiders to the nuclear and radiological communities; share regional perspectives demonstrating the challenges and practical approaches to mitigating the threats; foster a collaborative exchange and regional network of practitioners; and encourage national- and regional-level customization of the techniques and tools used to mitigate the insider threat. Moreover, the workshop served as a mechanism to secure the Ukrainian commitment to the mitigation of insider threats. Following the workshop, in December 2019, the Permanent Mission of Ukraine to the International Organizations in Vienna formally announced subscription to INFCIRC/908. This paper describes Ukraine's nuclear security leadership within the Black Sea Region and value gained through international partnerships to mitigate insider threats.
