This paper presents the derivation of the double-averaged hydrodynamic equations of the second order that are applicable for flows over mobile boundaries. The double averaging operation, employed in the derivation, involves time and volume averaging, performed in that sequence. Equations that describe the balance of the turbulent and form-induced stresses are derived, complementing the existing double-averaged equations of mass and momentum conservation. Potential applications may include physical interpretations and numerical modelling of vegetated-bed flows, gravel-bed flows, or fish-school-induced flows. The proposed equations can also serve as a basis for simulations of flows within and around wind or tidal turbine arrays. Preliminary suggestions for closure strategies for numerical studies of such cases are also discussed.
