Mechatronic monitoring systems based on radar systems are widely used for the study and monitoring of complex meteorological formations, which include various types of clouds. Clouds are a complex polydisperse system of particles of different shapes and sizes. To improve the accuracy of detection and recognition of cloud types, it is necessary to develop mathematical models that allow calculating the characteristics of electromagnetic wave scattering by particles of different shapes and sizes, taking into account various factors, in particular, the surface charge on cloud particles. The purpose of this article is to develop a mathematical model for calculating the attenuation, scattering and radar reflection coefficients of electromagnetic waves by cloud particles of cylindrical shape taking into account surface charges. It is shown that when the density of surface charges tends to zero, the obtained relations tend to the known formulas for neutral particles, and when the surface density of charges tends to infinity, they tend to the relations for perfectly conducting cylindrical particles.
