The doctrine of food security defined target indicators for which achievement it is necessary to make technological break on the basis of forecasting of development of agrarian and industrial complex in all its subsectors taking into account the having production and resource potential. Development of agricultural mechanical engineering and increase in security of agricultural producers with the equipment - key problems of strengthening of material and technical resources of agrarian and industrial complex which solution will allow to realize the import substitution program in agricultural industry.Technological forecasting will allow to plan the directions of scientific and technological development of agro-industrial complex, to carry out monitoring of the course of modernization of its material support.The critical dependence on import of Russia in agrarian and industrial complex is shown generally on means of production, but not on production of final consumption. Besides, most the domestic companies by production of agricultural machinery use foreign accessories. Sanctions against a number of commodity positions of production of agrarian and industrial complex of the USA, EU countries and some other states, served as an additional impulse in development of the import substitution program.
