Human resource, as one of most important element in educational institutions, needs to have four competencies (professionalism, pedagogical, personality, and social). It stated explicitly in the Indonesian Law number 14 of 2005 about Teachers and Lecturers. Of the four competencies, the most fundamental aspect to become a teacher is the aspect of personality that is worthy of exemplary. In the determination of a best teacher contest, a lot of criteria that must be held by teachers in the development of human resources as a national development priority. The hardest thing to do is attempt to eliminate subjective factors in the selection of a best teacher contest with the manual system. Thus, it takes an objective system based on preference criteria. The method used in the selection of a best teacher contest in this system using the PROMETHEE method; which is a method of solving Multi-Criteria Decision Making (MCDM). The output of this system is the selection of the values calculated the best teacher contest of several criteria established by the education authorities.
