The bistatic specular scattering from ocean surface plays a major role in the coupling fields between super-low altitude target and ocean surface. Using the Brewster effect of ocean surface can weaken specular scattering effectively. Based on the satellite data of ocean salinity and temperature at the Western Pacific and Southeast coast, dual-Debye function is applied to build the modified model of sea water permittivity. The impacts of wind speed and frequency on electromagnetic scattering properties and Brewster effect from ocean surface in different sea areas are analyzed by using the modified two-scale model. Besides, the cut-off wavenumber at different wind speeds and frequencies is considered. The mechanism of production and changing rules of Brewster effect are summarized and analyzed.
