The electromagnetic scattering characteristics of simple target above composite rough surface of ground and near sea in adjacent region are studied. Monte Carlo method is used to generate composite rough surface in which the Gauss spectral function is adopted to simulate the actual ground surface and the JONSWAP spectral function combined with shallowing coefficient is introduced to generate the actual near sea surface. Weighted inverse tangent function is presented to connect two regions and smooth the borderline. A cube target is considered above this kind of composite environment. The numerical results give the comparison of scattering characteristics between the simple target above the composite rough surface and the single rough surfaces, which can provide reference in the field of remote sensing and target detection.
