摘要

"Keeping the Yellow River Healthy" is the new concept of river basin management. The framework of the concept is as follows: "Keeping the Yellow River Healthy" as one ultimate target; "no embankment breaching, no river running dry, no water pollution beyond standard and no riverbed rising further" as four criteria; the criteria can be realized through nine action plans; and the "Three Yellow River Projects" are essential to make sure the implementation of those actions in a modernized and an effective way.
