Highway project performance evaluation: A study

Highway projects are the primary Indonesian issue as a development target in The Medium Term Development Plan. Earned Value Management (EVM), a project control technique which provides a quantitative measure of project performance needed to assurance the target. To evaluate work progress in order to identify schedule slippage and areas of budget overruns used the earned value technique as a proven method. It is involves a crediting (earning) of budget as scheduled work is performed. Budgeted cost of work performed is compared against budgeted cost of work scheduled to assess schedule variances, respectively. The selected site for case study is located in Yogyakarta and found that the project has average schedule variance of 2,53 in 2013, 3,09 in 2014 and 4,40 in 2015 that means the project is ahead of schedule. A SPI of 1,16 in 2013, 1,11 in 2014 and 1,23 in 2015 would tell that the project is progressing ahead of the rate originally planned.
