The International Atomic Energy Agency (IAEA) information circular (INFCIRC) 153 establishes the aim of safeguards to be "the timely detection of diversion of significant quantities of nuclear material from peaceful nuclear activities to the manufacture of nuclear weapons or of other nuclear explosive devices or for purposes unknown, and the deterrence of such diversion by risk of early detection" [1]. The simulations presented in this study support this IAEA objective by investigating the potential benefit of a change to the current spent fuel safeguards approach.
