The natural resources management cannot be done through market mechanism, the government should be the main body for natural resources management as its subjective motive and objective advantage. The lack of natural resources management accountability leading to government's speculation in natural resource management. It's necessary to build a perfect natural resources management oriented government accountability mechanism. Government accountability needs information data and system to provide technical support. Natural resources information system should aim to integrated management of natural resources, and transform the natural resources and management responsibility into asset and liabilities to form quantitative constraint by preparing the national balance sheet. The construction of natural resources information system should also pay attention to public participation, synergy with ecological civilization, transformation of management philosophy from traditional to modern, and the reference & development of management information system. Constructing a comprehensive natural resources management information system in the view of assisting government governance is an effective way to cope with the natural resources crisis.
