1. The implementation of counterpart assistance did not stay invariable but kept developing. During these 3 earthquakes, the rights and obligations of local government gradually strengthened, while the extent of counterpart assistance weakened; reconstruction subject is turning more and more compact. However, as the external assistance and driving force by administrative difference receded, the insuffi ciency of reconstruction lead by local government gradually appeared, indicating that china still have long way to go to establish a scientifi c reconstruction mechanism.
