Power generation from pulverized coal power plants is still one of the main CO_2 release activities in China. Two types of emission-reducing mechanisms, clean development mechanism (CDM) and energy management contracting (EMC), were proposed, and their relationship was analyzed. An analytical model on the choice of the mechanisms was then build up on the basis of the IRR of the proposed retrofit project for the energy efficient improvement in coal-fired power plants. Based on this model, it is indicated that there were many factors influencing the mechanism choice. Through a case analysis of a proposed retrofit in a 300 MW unit, it is shown that CDM and EMC are complementary and their transformation will be with the variation of these factors. At last, conclusions regarding the choice of CDM and EMC in pulverized coal power plants are drawn from above analysis.
