Theoretical Landmarks on the Constitutional Role of the Government and its Connection with other Bodies of Power in a Democratic State
The subject approached follows the strengthening of the relationships between Government, as part of the executive branch, and the other institutions which balance the palette of governing the power in a state of law. Balancing and strenghtening the power presents a great importance, and the Government must be a part of this gearing, which, in a semiprezidential regime with parliamentary influences, plays its role in combination with the "Head of the State" institution. Bound by constitutional procedures to the President of Romania, the Government has an institutional autonomy, it is imposed by the programme granted by the Parliament by giving it the vote of investing. The Government's role in the overall system of governance depends not only on the interpretation of the constitutional rules but also on the international relations assumed by the Romanian state towards the European Union or towards other international orgnizations.
