The South Florida Water Management District (SFWMD) manages and protects the water resources for an area servicing 7.9 million residents from Orlando south to the Everglades. During the drought conditions of 2007 and 2008,structure S65E, a low-head,gated ogee spillway on the Kissimmee River that discharges into Lake Okeechobee, experienced extremely low tailwater conditions. When coupled with a flood during low tailwater, the hydraulic jump may sweep out of the stilling basin or be held against the downstream basin sill as a jet with the potential to cause more scour than previously estimated.
