A group of refineries that have recorded uniformly excellent performance for a sustained period of time. Pacesetters achieve first- or second-quartile accomplishments in all of the major performance areas for three consecutive studies (6 years). Major performance areas include availability, maintenance cost, energy efficiency, utilization, personnel work hours, net cash margin, and return on investment.
