Application of process quality measurement frameworks for human resource management processes

This paper discusses the application of 3 frameworks with different viewpoints and metrics that provide comprehensive coverage to measure process quality with the goal of practice and comparison. The first framework is Vanderfeesten's model adapted from software programs, the second is from Khlif's model adapted from object-oriented software and the third is from Guceglioglu's model adapted from ISO/IEC 9126 Software Product Quality Model. These frameworks are applied on a set of processes that are defined as part of a process improvement and automation study performed for a government agency. The set includes all of the processes of a human resource management department for the agency. The results are compared in the terms of effort required to apply the frameworks, and the applicability and automation potential of the frameworks. We also provide our observations in relation to the difficulties we faced and validity of the results obtained with respect to the organization.
