The problems of poor college Students are important problem of management. Poverty students reasonable determination identified as a reasonable prerequisite for students. In this paper, statistical method of decision-making and ISM methods identified poor college students are discussed to establish the corresponding index system and mathematical model of the certification work to achieve a quantitative analysis and qualitative analysis of the perfect combination, whose ways to solve the traditional subjective arbitrariness exists in larger issues.
