This panel ties together the Bay Area Air Quality Management District’s (Air District’s) major goals of reducing climate pollutants and improving the health of communities highly impacted by air pollution. The panel presents on a region-wide strategy for eliminating diesel pollution in the San Francisco Bay Area within 15 years. Panelists discuss the state of diesel pollution and resulting health impacts in the region, and the Air District’s comprehensive response. Speakers address different components of the Air District’s Diesel-Free By ’33 initiative, including a political commitment by mayors and industry leaders to eliminate diesel use in their communities. Diesel particulate matter (diesel PM) is a significant contributor to health impacts from air pollution, especially for disadvantaged communities living near freeways and industrial areas. Low income residents and people of color often live in close proximity to heavily trafficked roadways and other major sources of diesel PM. In the Bay Area, these disproportionately impacted areas were identified through regional modeling and other studies conducted under the Air District’s Community Air Risk Evaluation program to prioritize agency resources in areas with the greatest health impacts from air pollution. The panel summarizes the health impacts from exposures to diesel PM and presents regional and local analyses and measurement studies that further our understanding of diesel PM emissions and exposures in the Bay Area.
