Multipollutant Air Pollution Control Technology for Glass Manufacturing Facilities

Due to its non-attainment status with respect to fine particulate matter and ozone, the South Coast Air Quality Management District (South Coast AQMD) has invested considerable effort aggressively pursuing reductions in particulate matter emissions, both PM2.5 and PM10, as well as the precursors of fine particulate matter and ozone, namely nitrogen oxides (NOx) and sulfur oxides (SOx) emissions from all emission sources. On November 5, 2010 and December 4, 2015, after a comprehensive effort on rule development and Best Available Retrofit Control Technologies (BARCT) analyses, the South Coast AQMD amended its Regional Clean Air Incentives Market (RECLAIM) program to call for a reduction of 5.7 tons per day of SOx emissions and 12 tons per day of NOx emissions from major emitting facilities in the South Coast Air Basin (Basin). Following the amendments of the RECLAIM program, several major emitting facilities in the Basin took the challenges to install air pollution control equipment to reduce emissions and demonstrate the commitment towards clean air. This paper provides an overview of the rule development process and the BARCT assessment analyses that lead to the installation of several air pollution control equipment at major emitting facilities in the Basin to reduce NOx and SOx emissions. In addition, the paper provides a discussion about the container glass and sodium silicate (also known as water glass) manufacturing processes and the air pollution control equipment installed and operated successfully at two facilities to concurrently reduce NOx, SOx, PM2.5 and PM10 emissions.
