The Development Experience and Inspiration of urban energy system in developed countries

摘要

To promote the energy revolution strategy on the Chinese city level,we need to absorb and learn from the experience of the transformation and upgrading of urban energy systems in developed countries.The energy systems of different urban are related with its resources endowment,history,and policy environment,and also have the similar development regular.The study focused on analyzing comparatively the practice of supply,consumption,technology and mechanisms about energy system of the topical foreign cities,and put forward the existing problems of China's urban energy development.The results show that the top-level design of infrastructure construction and the cooperation of stakeholders are emphasized at the strategic planning level.In terms of energy utilization,we should maximize the use of clean energy inside and outside the city and focus on central heating and cooling.As for energy consumption,mandatory energy efficiency standards for energy consumption should be established and implemented,and we should increase energy conservation investment to build a service system for energy conservation measures.In terms of smart energy,the application of Internet and other technologies is to improve the control,security self-healing and public service ability of urban energy.In the aspect of policy mechanism,the guidance of policy and economic incentive are to innovative participation model and promote the benefit of multi-party.
