In the 21th century, E-Commerce has substituted traditional business mode and provides great opportunities for enterprises in China. However, In the west China, the hysteresis of numerous medium-sized and small enterprises on E-Commerce causes a regional economic problem. It's an important topic for the analysis upon the concerning problems and probe some beneficial tactics for the development of west China.
