SETTING REQUIREMENTS - WHAT IS IMPORTANT?

The aim of this paper is to illustrate the process which is undertaken developing a coherent set of requirements for small maritime craft by DE&S CSS-Boats team and the NDP. They form the fundamental basis for which the craft will be utilised, enabling operators to undertake their duties efficiently and effectively. The paper identifies: 1. how requirements are gathered from the operator, prioritisation and the necessity of trade space; 2. the focus and need to rationalise the fleet of small craft operating within the UK MoD; 3. how system requirements are set to ensure that the capability requirements are met; 4. measurable targets to enable design and evaluation; 5. the benefits of developing a concept design; 6. expectations of tender submissions in order to undertake an effective tender assessment.
