The basin's human-water harmony degree is the index to reflect the harmonious relationships between human-water, and also the important method to objectively reflect basin management and management effect. Based on the establishment of the evaluation index system for the human-water harmony degree, the fuzzy synthetic evaluation model based on the improved entropy method is built up to evaluate the human-water harmony degree before and after the management of Weihe River Basin. The results show: firstly, through the five years' basin management, the human-water harmony degree has been improved from the second level in 2005 to the fourth level in 2010. Secondly, social and economic development level has affected the human-water harmony degree greatly, so investment on water pollution control must be increased along with the economic development. Thirdly, the water-saving apparatus use rate and wastewater regeneration utilization must be improved, and non-engineering measures such as public communication and basin management shall be taken to improve the human-water harmony degree.
