This paper systematically establishes a multiple attribute decision support database of sensitive resources and emergency resources based on the analyses of comprehensive objectives of marine oil spill emergency response as well as weather and sea conditions, accident characteristics, sensitive resources protection requirements and other constraints. An Oilmap oil spill trajectory and fates model, an emergency measures screening model and a scheme assessment model are integrated with GIS platform, so as to generate environmental condition self-adaption sensitive resources priority protection scheme and optimal dispatch scheme of emergency resources. The studied results are integrated with "the marine oil spill emergency decision support and dispatch command platform."
